how do you make grooves in a revolved object?(tyres to be exact)

Use the wrap feature of the smallest part of the tire pattern possuble. Then revolve feature pattern. For improved Regen time (if it's an issue. Do several feature patterns to build up to the full circle

MIght consider rethinking your design approach upfront. Change your sketch for the Revolve Feature to define the the main shape of the tire…then a combination of Wrap and Extrude Features and finish up with a Circular Pattern for the rest…
