Not getting option/prompt to create context reference between documents

Trying to edit the gray tower in context. right click, edit in context, brings me to the part studio in other document, but no blue or yellow banner to create context, and no context ghost. how do i get context??

Context is initiated from assembly. New edit in context will open parts studio of the part selected. All displayed parts in the assembly will show faded and may be overlapped on existing parts in the part studio. Edit existing context will show as a drop down list in assembly.
Until something is changed or made new in the part studio with a reference to the context parts no context will be created.
The context can be turned off or switched to another context from a drop down menu in the upper left of screen.
Contexts must be manually updated.

I know how it normally works, and how it's supposed to work, it simply is not working for this document pair.

there are none, the context ghost parts are not showing up at all in the part studio like they normally do

This only works if you get a blue or yellow banner across the top of the screen

UPDATE: two hours later it works as normal, without doing anything different. but for two hours, it didn't work at all.
That sounds odd.
