How can I fillet all the raised edges of this disk radially? (Explained in description)

I would like to fillet all the raised edges of this disc so that the length of the fillet along every point on the edge is proportional to the radius of the disc at that point on the edge. I can try to explain it better if this explanation is unclear. This disc is for a cam of sorts, and there will be a number of shafts resting on top of this, which I want to move at the same rate no matter their position on the disc.
