PEM In-Last with Close/Normal/Loose Fastener Fit

I use the Fastener Fit option for threaded holes all the time. This works well to put the tapped hole in last. However, the same facility doesn't seem to work for PEM insert holes. There is only one option (clearance) and it cuts the insert assembly hole in all pieces, instead of the clearance fit for the fastener and the assembly hole in last.
Is this just me, am I doing something wrong or should this be a improvement request?
