Creating an angled connection between two cylinders

I'm trying to create a part which connects two cylinders.
My approach is problematic. It for example does not allow me to use the boolean tool to union the connection and the smaller cylinder because they do not actually connect.
What would be the correct design approach to tackle this problem?

You need to bring the rib end to center stub. There is a gap causing nonmanifold geometry which the Boolean can't deal with.

Here is one way of a few to take care of the issue.
