Loop / chain not working on sketch

Hi all. Sorry if this is a duplicate since the forum erased my last post without warning… I have a busy sketch in which I need to offset an outside perimeter inward by 2.5mm. There are too many line segments to manually offset them. FWIW this sketch is the reverse of a prior sketch, so I'm not sure this matters though. When I try loop/chain, it will only select the one segment and ignore the rest of the closed surface (the inside is shaded gray so it seems connected).
If I add a shape to the side and connect it to the sketch, the loop/chain tool will kind of work as it will select the parts that I added, but ignore the parts on the existing sketch. Any help would be great! Thanks!

that is one scary sketch.
… and DXF is the covid virus of CAD. Better avoid any direct contact. ;0) I believe you'd be much better off recreating that sketch with proper curves and fewer vertices. It'll not only look better, but have less room for error - pure statistics. Also, the tools like offet etc. will work reliably on them curves, then.
