How can i make this slant?

I've been trying to slant the inside edge of part 4 on the top plate by 2.211 degrees with the outside edge staying at 1.9mm thick with only the top surface on the ring shape at a slope/ slant but i cant figure out how to do this. I want the slant sloping away from the inside edge. I tried extruding with a draft but im not to sure how to do this. I've attached a very quick sketch to represent what i mean.
Any help is much appreciated. Thank you
