Bug Report? Or By Design?

I'm surprised I haven't run into this before, but a very simple extrude just failed for me. I just have a rectangle fully enclosing a shape where one point of a corner rectangle is on a circle. Here is a link:

I'm just trying to extrude the part of the larger rectangle that surrounds the other two shapes. Is there a reason this can't work. It seems mathematically possible. If this is a bug, how does one report such things?

Here is a script to reproduce the issue:
1) Make a center-point circle with a point not on the origin that is sized to touch / be coincident with the origin.

2) Make a corner rectangle with the first point on the origin and the second point placed so that the rectangle does not intersect the circle.

3) Make a larger rectangle not connected or touching any of this.

4) Try to extrude the space inside the larger rectangle, but outside (not including) the smaller rectangle or the circle.

RESULT: Red failure to generate with no info why.
