BOM sorting with unexpected results

I have a flattened BOM with everything sorted by the Part Number column from smallest to largest. Some of the parts, mostly Standard Content fasteners, do not have a part number assigned and they show up empty in the BOM as expected. However, when I sort by part number, some of the empty cells are at the top, and the rest are at the bottom. Anything with a part number assigned is between these groups. I have confirmed that there are no characters or spaces in any of these properties, so they "should" all be grouped together. Is there any way around this, other than creating a custom property for sort order?
