How to fix fillet between cylinder and loft

Hello, beginner here.

I am trying to fillet a corner between a cylinder and a loft, the fillet is working, but it isn't extending to the inside of the cylinder, and outside of the loft. Is there an easy fix for this?

    I'm assuming you want to round over the edges of the rim of the cylinder and the 'scoop'. Try selecting the outside corners with another fillet feature. Warning: it might fail because you are demanding too large a radius within the Fillet feature. - Scotty

    I probably didn't explain this well, I want to fillet between the top of the cylinder to the 'scoop' loft, it has worked, but isn't going to the inside of the cylinder, or the outside of the scoop and is leaving a slight ledge there.

    Can you post a public link to your document for viewing? I tried to repeat what you are showing but didn't get same result. Using the basic fillet tool I get this result.
