Fillet in the wrong direction
for some reason the fillet is in the wrong direction on the right of the image left side works find and will generate the correct fillet if the right side isn't selected… what is wrong?

problem solved… my solid had issues.

It looks like there are holes which are tangent to the edges that you're trying to fillet. I would either create the fillet before adding the holes, or at least try selecting both edges. You have "tangent propagation" turned off which is also confusing in this case. In general, you probably want that on.
Worst case if you can't get it to behave, a Face blend can sometimes fillet over things that normally confuse the Parasolid kernel.
