How I align an reference image with existing 2D draft?

I drew my 2D draft of a PCB using the official specs.
Now I need to add parts that are NOT on the specs, so I got a great reference image, but I can't figure how to align it properly, it is not obvious how to scale the image, and it has no preview anyway (when moving it around).
I tried adding a bunch of construction lines to the image, crossing important points, but I can't figure how to make a constraint that is something like: "this line should be x% of that line in length", so I can move the important points over my existing 2D draft, and have the image auto-update...
I tried moving the image later, but it leaves the construction lines behind.
Tried moving construction lines, and they leave the image behind.
So what do I do?
