How do I create a hole when Start from Sketch Plane not visible

I'm creating a hole in a part, and following the help for "Hole"
The Start from sketch plane option is not visible in the Hole popup, and I can't select a point for where to put the hole.
5. Indicate Start from sketch plane to start the hole from the sketch plane (this may change where the counterbore/countersink, clearance and tapped portions of the screw are located)
What am I missing other than experience using CAD tools?
