Revolve Remove Issue

I'm attempting to design a compressor disk and when attempting to revolve a cut out section and remove material from the base solid, I cannot select the base solid as the merge scope. I'm not sure what the issue is as I've checked my constraints and was able to complete this operation on other CAD programs. Could someone take a look at my part and help me understand my issue? I also tried adding the cut section and then removing using Boolean but could not select the base solid as my tool body.
Should be listed under "Billy McGivern" as owner and the file is called "Compressor Disk".
Thanks ahead of time!
