I have a helix, that is sweept with a circle, I want to taper or cone the end

There are a few ways to do this depending on what path the tapered portion needs to look like. If it can be just a simple cone, than you can just extrude the circular end cap with draft. If the helical shape needs to be followed, you can use a loft with end conditions. Check out my examples.

I  coned the end with "loft" in the attached video as you said, but most time I liking making spring end as hemisphere with "revolve"
