Extrude issue removing from extruded shape

Hi,
I'm having trouble with extrude remove only removing one layer of the surface. The layer it doesn't penetrate is an extruded solid

    Your document is in the trash currently. If you remove it from the trash maybe we can get to the bottom of the issue.
