How do I move entities around independently?

I am very new to onshape and cad in general and I'm hoping to use it for 3D printing. I have created two entities (file is called "pen bushings") the base of one sits on the plane, the second extends through the plane. How can I raise the second entity so that it also sits on the plane of the first?

in a part studio you can use the translate function . In an assembly you can position with mates.
