Newbie Question About a drawing

I am trying to create these clips for a pegboard. I am trying to draw the upper clips that are extrusions with curves at the end.
I have drawn the circles that will be the pins. I am trying to create a path with construction lines along plane 1 to make a sweep path. When I try to draw the line, the line will not start or snap anywhere on the circle. I have tried placing points to snap to as well. Nothing seems to work.
I know there is something basic that I am missing, but have not been able to figure it out.

You can use the 'Use' command to project external geometry into a sketch
