Boolean Union

I am trying to design a mold for a silicone wristband. I have an insert part that enters the center of the silicone to leave a cavity. And there is an outer mold that forms the outer shape of the band. I would like to connect these two mold parts. I am trying to do so with the boolean union tool. The part for which I am designing the mold seems to be interfering. Why? How can I connect the two mold parts successfully? Thank you very much for your help.
