I am trying to get this to animate and lift but it isn't behaving and I'd like to know what I am missing.

I looked at your project but I am having trouble understanding what needs to be animated. Is it possible to illustrate how you would like the assembly to behave?
If you create new sub assemblies from the grouped components in your top level assembly, you will have less congestion of mates.
You can select the parts you wish to move to a new sub assembly, and right click move to new subassembly.
The mates created will carry over to the sub assembly. This is a preferred workflow that will allow you to easily identify mates that are not behaving correctly.
Before moving to new sub assemblies. After moving to new sub assemblies
30 mates in the top level assembly 17 mates in the top level assembly
