How to extrude this part.

This is a heat sink for a laser module, I am unable to develop the fins on the external periphery.

For this example the best tool to use is revolve. The dotted line is the revolve axis that you need to rotate around. 








For the through hole, you need to sketch a hole to perform an extrude cut. Hope this helps!
