Can I use context menu 'Move to Origin' anytime?

I think 'Move to Origin' menu is useful in Part n Assembly design time, but I can't find this menu during working.
I don't understand the time when this menu appears. Would you explain the function of 'Move to Origin'?

Click on a part or parts in the assembly
The manipulator triad will appear.
Orient the manipulator by dragging the origin (if not already aligned with the desired coordinate system).
Move the manipulator (by dragging the center circle) to the mate connection point on one of the parts that you wish to move to the origin.
RMB over the center circle and select 'Move to origin'
BooM!
