On the exercise wheel rim slide # 11 I cannot finish the fillet step due to a red line when I add the "extrude face 3"

The issue is with "Mirror 1". As shown on Slide 10, the "Features to mirror" should be both "Extrude 3" and "Draft 1" rather than just "Extrude 3". The "Mirror plane" should be the back face of the spoke, rather than the front face. With these two adjustments, the fillet works for me:

I re-did the mirror 1 exactly the same as yours but it's still having an issue not sure why

It looks like you fixed the first problem I mentioned but not the second problem. Your "Mirror plane" is using the front face of the spoke, but it should be using the back face.
