Education plan sharing permissions not working?

My student has the education plan and I have the free plan. He's shared a document with me and given me edit/sharing permissions, but no matter what we tried I can neither edit nor share the document. (I can copy.)
Am I missing something? Is this not allowed?

Is the document public?
If not, either make it public or get the EDU account yourself
