Two Groups Locked In Rotation

The two groups of parts above are locked in rotation about the x-axis. They can translate independently and rotate about the other two axes independently. I need to rotate the part about x because the lattice is backward. I have suppressed all mates and made two separate groups to see if it was a mate causing the issue and it is not. Has anyone had a similar problem? What could be causing this issue?
