How can I create a funnel between two parts?

I want to merge the parts Top and Part 3 via the two surfaces created. I've looked around and most posts say create a surface then use Thicken, but I have an irregular shape. The top of the funnel is wider than the bottom of the funnel. I also tried the Fill tool, but it just gave me the message 'Sections do not enclose a region'.
