How to design with reference to other components?

Hello,
I have a component that is a step file, and I need to reference this file for design. I noticed that only assemblies can import other components, what should I do?

When you imported a step file of a part studio was generated at the same time. As Robert says can be derived into a another part studio or worked on in it's own studio.

When you imported a step file of a part studio was generated at the same time. As Robert says can be derived into a another part studio or worked on in it's own studio.
I tried working on it's own studio then move to document a new document , but this would create a link relationship and I couldn't delete the step file's part of the new document, but I only needed my new design.
So to avoid the link, I tried exporting my design and then importing it. But this was too much complex.
