Can't extrude in 2 directions when using draft angle and up to face

I've been attempting to extrude a square in two directions. In one direction I use a draft angle. In the other direction I use "up to face". I've done this in the normal interface and using FeatureScript. In both cases there are errors and the object disappears. 
I can't think of any geometric reason why this shouldn't work.

    This has nothing to do with draft or second direction – it's caused by the fact that the sketch plane is tangent to the cylinder. 

    The issue is that the bottom extrude is creating nonmanifold-like geometry: the point tangency would have the two drafted face's edges meeting exactly at the side of the cylinder. I've seen us handle this successfully in other places, so there may still be a bug in here.

    A temporary fix is to do the draft after the extrude, using the newly created faces and filtering out the one tangent to the sketch plane. Another fix would be moving the sketch plane back from the surface. That is, move the plane's origin by a small magnitude along the direction of that plane's normal.
