Is it possible to always recieve all comments per e-mail?

Hi!
Sometimes I don't understand why a feature is somewhere that someone else made. I like commenting on features but is it possible that you get all the comments as e-mail notification per default?
I'd like: @mention with auto-complete, Set recieve e-mail as standard or at least make it an option you can enforce on new accounts in your organization.
Any Ideas if that is already possible?

As you have noticed, at the top of the comments panel you can opt into or opt out of receiving comment email notifications.. however this only applies when you are NOT in the document. If you are in the document, you will see a small dot on the comment icon when new/unread comments have come in during your session.
