How to extrude a hollow cylinder?

I want to extrude the outer lip of this wheel, but dont want the center portion , how can I achieve this ?

    If you extrude this as it show's and you click add in the optionspanel you will get a piece of hollow cylinder

    that seems to create non-hollow cylinder. So I ended up extruding the outer circle first then the second circle and did a "Remove" and that got me the result I needed. Thanks for you input.
