Can anyone tell me why I can't loft between these two sketches?

Try Loft as Surface, then Mirror, some Linear Pattern and Ticken.

It's probably because there are a lot more points on sketch 1 and the loft doesn't know how to match them. You can use Match Connections but I have done it another way. I'm sure there are a few ways to do this and someone else will have a better solution but for now here is my version

It’s really only a fraction which needs a loft or some other special treatment. Most of it could be a simple extrusion.I would loft a small piece of this, and then Boolean that together with the rest.
