Do they persist if you hide the sketches? I expect they're projected line centers from other entities. You can also go into the sketches and delete the points if you don't need them. (View Post)2 -

Use the Coincident constraint (shortcut is 'i'). Works with a line and a point, or with two points. (View Post)2 -
