Creating Section Sketch

Is there a way to create a section of a dumb solid part to obtain a perimeter sketch so I can create a parametric sketch and recreate a parametric model? See the attached image. This dumb solid part has had an extruded cut to reveal the perimeter edge.

If the face is revealed like you have it, open a sketch on that face and click on USE, which will convert those edges for you. If the face was not revealed like you show above, then you would need to use a cut to do this.
