TITEL BLOCK NOT PROPAGATING TO EXPORTED PDF FROM ONSHAPE DRAWING

Hi,
Anyone come across this?
We get the same result whether we just download the PDF or 'download and store in new tab'.
Any help appreciated...  We kinda don't want to send drawings out without the drawing info...

    I've tried every combination of notes on every layer, and every PDF export option. I cannot duplicate this.

    The only time the note should be blank is if there is no value which is usually represented by "---"
