Basic Modelling Question

I am relatively new to OnShape, but have learnt the basics. However, when it comes to modelling from 2D views I am struggling to find a suitable approach. Perhaps someone can suggest how the following should be modelled.

Do I trace the side view and extrude, then cut away in the plan view, or trace the plan view and extrude vertically, then model the head and rotate? None seem ideal.
