Callouts/BOM Don't Sync

In a drawing, I insert an assembly and then insert the associated BOM, but when assigning callouts only some will associate the correct item number while others further down the BOM draw a blank. It acts as though the part in the assembly I'm clicking on is not identified in the BOM, even when I'm looking at it in the BOM list!

It may have to do with the BOM's type.
Otherwise it is the view itself being linked to a different BOM
