@craig_dunstan not seeing Prachi's document has nothing to do with having/not having a type of license. Prachi has to share it properly by making it public. He could share it with people individually, but that would require knowing everyone's login email. Making a document public is the easiest way to share it with everyone.
Once you make a document public, you don't have rights to edit it after opening it. You have to make a copy of it before you can edit it. If Prachi shared it with you, then you could edit it. If I create a document with a private license and shared it with someone who doesn't have a license, the document stays private. If a non-licensed user creates a document, it's always public. If a non-licensed user creates a public document and then shares it with a licensed user do they have make a copy before editing it? I don't believe so, I've never done that.
Permissions are more complex in the cloud and Onshape does a good job with a document's rights. There's a lot more to it once you dig in and this only scratches the surface.
Here's a simple way of doing it:

I don't think Prachi is there either. I no longer have a professional account, but still doing work for others using their service.
The original docment likely doesn't exist any more.
Here is an idea using my free account that provides public access to all documents.
