"Make a copy" is not showing up

I am doing the Bootcamp this week and following the instructions.  When trying to make a copy of a public document, I am not getting the "Make a copy".  

I know my colleagues are not having issues.  So, a few questions:
1.  Is there a setting or menu that I need to do something to get it?
2.  Is this a permissions issue?

    if the document is public, just click on the hamburger menu and choose "copy workspace".

    If you are using Onshape Enterprise, it may be a setting set by the admin.
