Why won't the fillet work on top of my thickened surface, it works on the bottom

I am designing a propeller where I have a surface that is the result of a helix and a sweep to build my a blade, I use thicken (add) to give it the blade thickness I want, but I want to reinforce where the blade and the body meet.  I can use a fillet on the bottom of the blade, but not the top.  When I try to add the fillet to the top, the fillet turns inward reducing the area where the parts meet.  How do I add a fillet to the "top" of the blade?

    It looks like you may have solved your own problem. If not, can you post a screenshot with something showing where the issue is?

    I went through your model and found that the surface along the curve is leaving gaps when thickening.



    I ended up changing the thicken to "create" a new part, added fillets to the new part, then moved the face into the hub to force a clean intersection edge when booleaned. 



    The edge above is a problem in your model.
