I cannot get the surface as a sketch plane after I offset it.

I have tried over and over again to offset this particular surface at distance zero. I want to extrude some circles on this surface but I can"t seem to get it to be offset. I clicked offset; then the round vertical surface and with zero in the dialog it worked but when I tried to get a sketch plane up it would cooperate as the plane.

I'm not sure what you're trying to do. A cylindrical surface can't be used as a sketch plane. Have you used implicit mate connectors?
