How Do You Fillet Intersecting Cylinders?

I'm trying to fillet between two cylinders that intersect at 90 degrees, such as you would see on a tee piece for piping, and am having no luck trying to loft between the two. It seems that you can't face blend between two curved surfaces, which I've also tried. It's probably me, but if some kind soul who knows how to do this can share, I'd be very grateful.
