How Do You Fillet Intersecting Cylinders?

I'm trying to fillet between two cylinders that intersect at 90 degrees, such as you would see on a tee piece for piping, and am having no luck trying to loft between the two. It seems that you can't face blend between two curved surfaces, which I've also tried. It's probably me, but if some kind soul who knows how to do this can share, I'd be very grateful.

Ah, you have two different parts. You can't fillet between two parts. When extruding the second part, select Add. Or use a Union.0

Thanks Matt, I was trying to attach the fillet to the minor cylinder so that it can be cast with the flare to mate with the larger cylinder on subsequent assembly. I think I can see a way to do this by extruding a surface on the larger cylinder to provide a face for the flare to attach to.0

You could just start modeling the outer surface only, apply the face blend, and only then add thickness to 1.) the large tube and 2.) the intersecting tube with the blend. That will give you two separate parts in one go, one with the blend and one with a matching hole.
