Making brackets (or other parts) within an assembly, referencing hole features in that assembly

Hi, longtime SW user, making the transition...
I managed to get parts imported and positioned where I want them in an assembly. Now, I'd like to make a bracket that holds them all together in those positions. In SW I'd make a new part on the face of one part, extrude to the face of another, then use external references within the hole wizard tool to match bolt hole patterns.
I'm struggling to find the right workflow in Onshape.
