Is it still true that you cannot add text to a dimension in sketch mode? Like when I have 8 concentric diameters to dimension, I can't put "flange nut b.c." and "pitch CL" on respective dims, to tell them apart?

Not sure if this will help you but if you use variables for your dimensions the name of the variable will be displayed when you hover over the dimension. - Scotty
Text supporting a dimension callout in a sketch is a vital part of keeping good engineering notes as you design. SolidWorks does this; Onshape does not (I guess). This is a real drawback to the program.
There is a bit of a workaround if you use the comment syntax:
