How do I move a sketch attached to a part?

I'm trying to center a sketch onto a certain part, but it keeps snapping to one place.

Sketches never (intentioanlly) snap to a point. There are at least two solutions:

    1. Try the "Use" tool to transfer your desired reference into the sketch, the draw from there.
    2. Use a mate connector instead of a sketch. Attach it where you want it. You can then sketch on a mate connector's Z-plane just like you would on a sketch plane.
