why is the square not fully defined?

Drag a blue line to see how it behaves.
HINT: add a midpoint constraint between the end of the construction line and the bottom line of the rectangle.
Need to place a dimension from the edge of the part to the edge of the cutout. Alternatively if it is center then a relationship of midpoint of cutout to midpoint of part.

a number of different ways to constrain it. as suggested by Neil and Bryan and you could just use symmetry as well. but the general idea is that the system doesn't know how far left or right you want to keep the rectangle position
