make a surface from between 2 closed 3d curves

I've a curved surface of a part I want to put letters on it. I've found that using prjected corved gives me the best result. it works for all letters exept "o" since "o" is made off 2 closed curved while other letters makes 1 closed 3d curve. from the curve I use fill to make a surface.

how can I make a surface from the letter o?
