Adding an offset lip along the shell

Hi I am trying to add a lip to the case of a macro pad thing that I am trying to build. Basically it has 3 parts a case, midplate that will be sandwiched between and a bottom plate. I am having problems creating the "lip" that midplate will sit on.

Here is the case from the bottom,

I want to add a something like a second shell a lip that will support the middle plate, which will hold the rotary encoders and switches, something like this,

The face of the case has a slight angle, and I want the midplate to be parallel to it, so I try to extrude with direction however I get gaps like this,

What would be the best way to achive this? In the I want a midplate parallel to the face of the case that will sit in the lip of the case,

what end ruslt should loke like.png

That will have a 1mm offset to the body all around. Thanks in advance!
