So I see that some posts are marked as Questions, and others are not. I also see that some are marked as Answered, others are not.

a) How do we mark a discussion as a question?
b) How do we then mark it as having been answered?

    Ask a question at the top or use the drop down menu under the NEW DISCUSSION to create a Discussion, Poll or Question.

    As the creator of a question you will be asked to accept the best answer.  The question that are left open have not had the answers (rightly or wrongly) accepted by the creator of the question.
