Merge 2 parts, Boolean Union does not work

Hello,

I've managed to change three parts into one but I have two remaining parts that I want to make one, Boolean Union doesn't work, just goes orange and says can't return a valid part. 
Not sure if this is because the two parts intersect slightly.
I need to export as a step file with a single part to get quotes.

    At first, single step file can hold multiple parts.

    About boolean, usually there are only two reasons why it doesn't work, either parts don't touch each other or they only share one point or line (zero manifold body). Parts can intersect, it shouldn't cause any problems.

    Not 100% what that means, that point is internal to the parts structure so I don't see how that would affect its manufacturing.
    How would I go about fixing it?

    I understand now, I didn't see there was a void between that loft and the face because its capped off on the end.

    is it not possible to merge parts that dont intersect?
